While you consider list-building, you also need to consider having a double opt-in list. More often than not, there are debates on whether one should have a single opt-in list or a double one.

According to a few people, having a double opt-in list would be bad,  as not everybody will confirm that they would wish to be a part of your mailing list. But those people don’t consider some genuine rules.
